Korea Export Voucher: How Korean Brands Fund Export Costs

The Korea export voucher (수출바우처) is a government scheme that gives selected small exporters a spending allowance for export services such as design, translation, overseas certification, marketing and trade fairs.
Companies apply on the Export Voucher portal, pick registered service providers, and the government covers part of each bill while the company pays the rest. As of 16 October 2026, the Ministry of SMEs and Startups (MSS) has said its July 2026 call was the last one for this year, so the next chance is the 2027 programme.
If you are an overseas buyer, distributor or consultant working with Korean cosmetics brands, this explains why a brand may suddenly have budget for a CPNP notification or a trade show stand, and why it may ask you to work through a registered provider.
Step 1: Check the voucher tracks and eligibility
The portal hosts several programmes. Besides the MSS export voucher for SMEs, it lists a global expansion programme for industry, a global support programme for mid-sized firms, and regional vouchers run by provinces and cities such as Gyeonggi, Chungcheongbuk-do and Gwangju. Most K-beauty brands fall under the MSS scheme.
The MSS scheme usually groups applicants by the previous year’s export performance, from domestic-only firms to growing exporters, with a different allowance for each group.
The third call of 2026 asked firms to apply under one of three tracks: companies hurt by the high exchange rate, firms selected for the regional “Legend 50+” project, and general exporters, according to the MSS press release of 8 July 2026. The same release described it as the final export voucher call of the year.
Step 2: Apply online with a business plan
Applications are accepted only through the portal. A summary of the first 2026 call lists the documents requested: an online application and credit consent, a business plan, standard financial statements, tax payment certificates and an SME confirmation (first-call summary). That call ran from 17 December 2025 to 9 January 2026, which shows why Korean brands start preparing in late autumn.
Strong business plans name a target market and a concrete problem. For cosmetics that might be an EU CPNP notification and safety assessment, US MoCRA registration, or Japanese-language labels.
Step 3: Evaluation, selection and agreement
In the first 2026 call, selection went through an eligibility review, a document evaluation, an on-site evaluation, and then selection and an agreement. The agreement fixes the allowance and the period in which it can be used. Work finished outside that period may not be reimbursed, so timing matters for everyone involved.
Step 4: Choose service providers from the menu
Vouchers are spent with providers registered on the portal’s service menu. Coverage of the third call lists marketing, design, certification, trade fair participation and intellectual property among the fields, with the government paying 50 to 70 percent and the company the rest (Cosinkorea, 8 July 2026).
For K-beauty brands, common uses include:
- Overseas certification and notification: EU CPNP, US MoCRA, halal or vegan certification.
- Translation and label design: destination-language labels and INCI ingredient lists.
- Trade fairs and buyer meetings: stands at overseas beauty fairs and matchmaking; see how Korean brands find overseas buyers.
- Trademarks in export markets.
Step 5: Settle within the deadline
After the service is delivered, the company requests settlement on the portal. The third call’s use period was reported as 1 July to 31 December 2026; the first call allowed use until 30 November 2026, with trade fairs held by 31 December. Each agreement sets its own dates.
What this means for overseas partners
- Timing: brands funded by a voucher need invoices and deliverables within the agreement period.
- Registered providers: if your company is not on the service menu, the brand may not be able to pay you from the voucher.
- Follow-through: a voucher pays for certification and promotion, but sales still depend on a distributor or importer in the target market.
This guide is based on notices and press reports checked up to 16 October 2026. Always confirm details in the current call.
