Cleansing Balm vs Cleansing Oil: What Buyers Should Know

The difference between a cleansing balm and a cleansing oil is the format, not the way they clean. In both, oils dissolve makeup and sebum, and an emulsifier lets that oil mix with water so it rinses away.
A balm is solid at room temperature, so it is easy to scoop and hard to spill; a cleansing oil is liquid, dispensed by pump, and turns milky as soon as water hits it. For a buyer, the practical differences are packaging, shipping and how staff explain the product.
Cleansing balm vs cleansing oil at a glance
Swipe sideways to see the whole table.
| Cleansing balm | Cleansing oil | |
|---|---|---|
| Form at room temperature | Solid to semi-solid (sherbet or butter texture) | Liquid |
| How it cleans | Oils dissolve makeup; emulsifier rinses it off with water | Same |
| When emulsification happens | After the balm melts on skin and water is added | When water is added; spreads faster because it is already liquid |
| What gives the texture | Waxes, butters, solid fats, viscosity-controlling ingredients | Liquid oils and esters |
| Typical pack | Jar with spatula | Pump or dispenser bottle |
| Shipping risk | Can melt in heat and re-set with a changed surface | Can leak at the pump or cap |
| Hygiene point | Wet fingers can introduce water into the jar; a spatula helps | Pump limits contact with the contents |
| One-line staff explanation | “A solid oil cleanser that melts as you massage it” | “An oil cleanser that turns milky with water” |
What they have in common
Chemist and science communicator Michelle Wong describes a cleansing balm on Lab Muffin as a solid oily component combined with a surfactant or emulsifier, and says the concept is a lot like cleansing oil. You massage it in, it softens with body heat and dissolves makeup, then water activates the emulsifier so the oil rinses off.
You can spot the emulsifier on an ingredient list the same way for both formats. In the EU’s CosIng database, ingredients doing this job carry the function “SURFACTANT - EMULSIFYING”. Examples include PEG-20 Glyceryl Triisostearate1 (emollient and emulsifying), Sorbeth-30 Tetraoleate2 and Polyglyceryl-4 Oleate3.
Esters such as Ethylhexyl Palmitate4 and Cetyl Ethylhexanoate5 are listed as emollients, the oily part of the formula. A CosIng function describes an ingredient’s role in the formula, not a benefit.
Difference 1: texture and formula
A balm is solid because it contains ingredients that set at room temperature: waxes, butters, solid fats or thickeners. Polyethylene6, for instance, is classed in CosIng as viscosity controlling and film forming. Formulas vary, so check each product’s ingredient list to see what structures it.
A cleansing oil is built on liquid oils and esters. The chemistry is the same, but because it is already liquid it spreads instantly when wet and the milky emulsion is easy to see, which is a useful demonstration at the counter.
Difference 2: packaging and shipping
This is where the formats really differ for wholesale buyers:
- Cleansing oil: liquids can leak at the pump or cap in transit. Check that pumps are locked, look for shrink film or inner seals, and ask how cartons are padded.
- Cleansing balm: it will not spill, but solid fats soften in heat. After melting and re-setting, the surface can look uneven or oil may appear separated, which shoppers may read as a defect. Watch container and warehouse temperatures in summer.
For both, follow the storage instructions on the pack. We cover warehouse conditions in cosmetics storage temperature.
Difference 3: labelling and claims
The format does not change labelling duties. Korea’s Cosmetics Act7, Article 10, requires the product name, business name and address, full ingredient list, quantity, batch number, expiry date or period after opening, and precautions on the pack. Export stock must also meet the importing country’s rules.
Keep sales copy within cosmetic territory, such as “removes makeup” or “cleanses”. Article 13 of the same Act prohibits labels or ads that could be mistaken for a medicine, and most markets have similar rules.
Which should a retailer stock?
It depends on the channel. In physical stores where testers matter, a balm is easy to demonstrate; for fast-moving online sales, a pump oil can be convenient for repeat orders. If you ship to a hot market or order in summer, plan temperature control for balms and leak-proof packing for oils. Many shops carry both and let customers choose by texture.
